§ Mr. Kenneth Clarkeasked the Minister of Overseas Development whether she will make a statement on the discussions that she had on 16th July in the EEC Council of Ministers on the future of European aid programmes.
§ Mrs. HartI hope shortly to give a full statement to the House on the outcome of yesterday's meeting of the Development Council, and on the progress we have so far made. The discussions we had yesterday, which I believe were both useful and constructive, covered financial aid to non-Associates, the Community framework, food aid policy and the United Nations emergency measures. Some very real progress was made, particularly by adopting the resolution accepting the principle of financial aid to non-Associates.
