asked the Secretary of State for the Home Department whether he is aware that paraffin does not rank as one of the substances controlled under the Petroleum (Consolidation) Act 1928 and that it is not listed in the inflammable substances regulations; and if he will consider the introduction of legislation to control the bulk storage of paraffin in residential areas.

The storage and conveyance provisions of the Petroleum (Consolidation) Act 1928 have not been extended to paraffin since, because of its significantly higher flashpoint, it is not considered to present the same order of risk as petroleum spirit. Wider powers of control over inflammable liquids will, however, become available following the passage of the Health and Safety at Work etc. Bill.
