asked the Secretary of State for the Environment whether he is aware that trees subject to preservation orders have recently been felled in Epping; and whether he is satisfied that the penalties are adequate to deter contractors and others from such offences.

No specific case has come to my notice but I would expect the local planning authority to take appropriate action when illegal felling is suspected. If the Town and Country Amenities Bill now before Parliament is enacted the penalties for contravening tree preservation orders will be substantially increased and offenders convicted on indictment will become liable to fines commensurate with their financial gain from the offences.
