asked the Secretary of State for Northern Ireland how many provisional driving licences can be obtained by a person without taking the driving test; and how many provisional driving licenses can a person obtain before passing the driving test.

Under the Road Traffic Act (NI) 1970 a person can obtain two provisional driving licences without submitting himself for a driving test. The licensing authority may refuse to grant a third successive provisional driving licence unless the applicant has taken a driving test during the currency of his previous licence, is going to take one in the next six months or can show good reasons for not doing so. There is no statutory limitation on the number of provisional driving licences which may be issued to a person before passing the test subject to his satisfying the licensing authority as to his medical fitness.
