asked the Secretary of State for the Environment if he will introduce legislation to require those responsible for any demolition also to be fully responsible for the cost of weather-proofing any wall which becomes an external wall as a result of such demolition.

Section 29 of the Public Health Act 1961 enables local authorities to serve a notice on any person who undertakes the demolition of the whole or part of a building requiring that person, inter alia, to weather-proof any surfaces of an adjacent building which are exposed by the demolition. This provision is considered to be adequate and no amended legislation is contemplated.
