24. Mr. Boyden

asked the Secretary of State for the Environment if he will detail the specific aspects of the Building Regulations which he is contemplating revising in the interests of heat conservation in houses.

Mr. Eyre

We are proposing higher standards of thermal insulation for the roofs, walls and exposed floors of dwellings, and that windows shall be taken into account in assessing the thermal insulation of walls.

Mr. Garrett

asked the Secretary of State for the Environment if he will make a statement on new regulations on the thermal insulation of all dwellings and public buildings.

Mr. Channon

The Government intend to seek new enabling powers in the Health and Safety at Work Bill to be introduced this Session which will enable regulations to be made requiring thermal insulation in new buildings. Proposals for improved thermal insulation shortly to be issued for consultation will under existing powers apply only to new housing.
