asked the Secretary of State for the Environment, given the maintenance of existing services, what effect he estimates the Exchequer contribution for the year 1974–75 to Kirklees Metropolitan District will have on the rate burden on householders.

Unless there are exceptional local circumstances the new variable domestic relief arrangements should ensure that the rate burden on householders does not increase by more than about 9 per cent. But this depends on decisions to be taken by the new West Yorkshire and Kirklees councils and assumes that they will exercise the restraint in public expenditure indicated in the circular my Department issued last week.
