asked the Minister for Energy whether he has reviewed arrangements for controlling the supply of electricity to shops; and whether he can now agree to permit lights to be turned on between the hours of 12.30 p.m. and 2.30 p.m. when shopkeepers are prepared to make balancing economies in other hours of the day.

It is not possible to make such a concession, because this would increase demand during the midday period when there is a peak load on the system.
