asked the Minister for Energy if he will give a general direction to the CEGB to waive the practice of imposing a minimum charge in electricity accounts during the period of the fuel shortage.

No. Minimum and fixed charges are designed to ensure a contribution to unavoidable costs—e.g. meter reading and billing—which are not affected by the fuel shortage.
