§ Mr. Roderickasked the Secretary of State for Wales whether publication of Command Paper No. 5730, "Land", or the forthcoming legislation to bring development land into community ownership, will constitute a material change of planning circumstances for the purposes of paragraph 8(a) of Welsh Office Circular 19/69.
