Mr. Hannam

asked the Secretary of State for the Environment if he has read the report by the Transport and Road Research Laboratory entitled "Accident rates and handling characteristics of three-wheeled cars compared with other cars"; if he is satisfied, in view of the findings, that the accident rate and handling characteristics of the motor invalid tricycles now being used by the severely disabled are in accord with Government policies on road safety; and if he will make a statement.

My right hon. Friend the Secretary of State for Social Services and I have studied this report. The accident rates disclosed are certainly unsatisfactory, but the report does not distinguish between invalid tricycles and other three-wheeled cars.

We believe that the invalid tricycle itself still has a useful rôle to play in providing mobility for the seriously disabled, and should continue to be available to those who want it.
