§ Mr. Arnoldasked the Secretary of State for the Home Department (1) if he will introduce amending legislation to define the term "guardian" to include the situation where a local authority has the care of a juvenile, whether or not the authority is providing the accommodation in which the juvenile is housed; and if he will make a statement;
(2) whether he will review the power of a court of law to order a local authority to pay a fine, the costs, or compensation imposed upon a juvenile in its care, following the decision of the High Court in Somerset C. C. v. Kings Cott (Times Law Report, 18th November 1974); and if he will make a statement.
