Mr. Russell Johnston

asked the Secretary of State for Scotland (1) what powers are proposed for the Scottish Development Agency;

(2) what progress has been made in setting up the Scottish Development Agency outlined in the White Paper "United Kingdom Offshore Oil and Gas Policy".

My proposals for the Scottish Development Agency will be set out in a consultative document which I intend to issue shortly as a basis for consultations with bodies whose interests are affected.

Mr. Russell Johnston

asked the Secretary of State for Scotland whether the Scottish Development Agency will control or be controlled by the National Enterprise Board in Scotland.

Mr. William Ross

Neither. The proposed relationship between the two is clearly stated in paragraph 42 of the White Paper "The Regeneration of British Industry" (Cmnd. 5710).
