asked the Secretary of State for the Home Department whether he will recommend that passports issued by the United Nations Council for Namibia will now be treated as valid for entry to the United Kingdom without a specific endorsement as to the right of return.

Under the immigration rules a person coming here for a temporary purpose who does not satisfy the immigration officer that he will be admitted to another country after a stay in the United Kingdom may be refused leave to enter; but this requirement does not apply to a person who is eligible for settlement here. I am not aware that the application of the rules has caused difficulty for holders of passports issued by the United Nations Council for Namibia, but I shall gladly consider the point further if my hon. Friend will let me know what he has in mind.
