asked the Secretary of State for Scotland whether the Government are making plans to complete the building of the proposed Edinburgh outer city bypass; whether the cost is to be met wholly from central funds; and what is the date scheduled for completion.

The preparation of proposals is a matter for Edinburgh Town Council and Midlothian County Council as the appropriate highway authorities. Responsibility will pass to the Lothian Regional Council in May 1975. The programme date of the bypass will depend on the priority given to it by the regional council. The cost will not be met wholly from central funds.
