asked the Secretary of State for the Home Department what is the practice of chief constables in making full disclosure of a person's police record to a third party, where that person desires it; and whether he will propose permitting this generally, if necessary by declaratory legislation.

Police records are confidential and are not disclosed to third parties except within the narrow limits laid down in Home Office Circular No. 140/73, a copy of which may be found in the Library of the House. The answer to the second part of the Question is "No ".
