asked the Secretary of State for Northern Ireland by what statutory authority members of the security forces are empowered to photograph innocent civilians.

Where a person is arrested under Section 10 of the Northern Ireland (Emergency Provisions) Act 1973 on suspicion of being a terrorist, Section 10(4) provides that an officer of the RUC not below the rank of chief inspector may order him to be photographed.
