§ Mr. MacFarlaneasked the Secretary of State for the Environment if the granting of planning consent to garage a heavy goods vehicle in a residential area constitutes a major change of use; and whether it then becomes a commercial or light industrial zone.
§ Mr. OakesIf planning consent has been granted then the presumption is that a change of use of the building or land concerned was involved. But this would not affect the allocation of the land in the development plan.
