asked the Minister for the Civil Service what are the criteria for placing Government advertising in weekly publications and newspapers.

Within the available budget, the selection of newspapers is made on a commercial basis by choosing the newspapers best able, as shown by independently certified circulation figures, to reach the defined target audience at the lowest cost. Exceptionally Government advertising is placed in provincial newspapers or specialist journals which do not provide independently certified circulation figures when these publications are the only ones reaching a particular audience.
