§ Mr. Biggs-Davisonasked the Secretary of State for Foreign and Commonwealth Affairs what commitments Her Majesty's Government have made, and intend to make, with regard to new protocols to the Geneva Conventions of 1949.
§ Mr. EnnalsHer Majesty's Government have undertaken to participate in the negotiation of two additional protocols to the Geneva Conventions of 1949. We took part in the first session of the Diplomatic Conference on International Humanitarian Law Applicable in Armed Conflicts from 20th February to 29th March for this purpose. However, Her Majesty's Government cannot express any commitment or intended commitment with regard to these protocols until the texts have been finally negotiated.
