asked the Secretary of State for the Environment if he will take action, if necessary by legislation, to ensure the transfer of freight from the roads to the railways.

Mr. Carmichael

It is the Government's policy that freight which, taking into account environmental, social and economic considerations, should be carried by rail is so carried. I am considering what action to take.
