§ Mr. Denis HowellNo extension of existing powers in this respect is contemplated. Local authorities already have powers to meet in whole or part the cost to an owner of providing a separate service pipe to a house which is supplied from a common service pipe. The cost of improving water services is admissible where this is incidental to the improvement of a house with grant aid.
