asked the Secretary of State for the Environment if he will introduce legislation to relieve householders of liability from defraying any part of the cost of replacing obsolescent domestic water supply systems.

No extension of existing powers in this respect is contemplated. Local authorities already have powers to meet in whole or part the cost to an owner of providing a separate service pipe to a house which is supplied from a common service pipe. The cost of improving water services is admissible where this is incidental to the improvement of a house with grant aid.
