asked the Secretary of State for the Environment what arrangements he has made for carrying out his responsibilities in respect of the report of the Royal Commission on the Constitution.

My Department is studying the report, together with the other Departments concerned, and I shall be consulting local authorities, the regional economic planning councils and other bodies in England.
