asked the Secretary of State for the Environment if he will encourage the formation of neighbourhood or community councils in towns in England on similar lines to those provided for in Wales.

The successor parishes established for 300 small English towns under the Local Government Act 1972 are parallel to the generality of urban community councils in Wales.
