asked the Secretary of State for the Home Department whether he will take steps to make obligatory the recorded delivery of postal votes at parliamentary and local elections.

No. Recorded delivery of voting papers sent to electors would delay their receipt in cases where no one was at home to receive them. To require recorded delivery of voting papers sent back to the returning officer would seriously inconvenience many postal voters.
