§ Mr. WoodThe Crown Agents did not raise money for the purpose of making a loan to Vehicle and General Insurance. The loan was financed from within the total sums available to the Crown Agents for application in the normal course of their business, and was 679W not advanced on behalf of any overseas Government. Full provision to cover the amount was made in the Crown Agents accounts for 1970. No liability falls on overseas Governments' funds, nor is there any question of liability falling on British public funds.
