§ The Prime MinisterSeveral local authorities have made representations to me about this matter. In reply I have explained that the Government's policy is clear: it is that those who can afford it should pay fair rents without being subsidised by other ratepayers and taxpayers, including those less well off than themselves, and that help should be given through rent rebates and allowances to all tenants who need it.
