§ Mr. CarlisleConsultations on the introduction of an independent element into the complaints procedure, which would not necessarily require legislation, are well advanced. I understand that the working group set up to consider this matter aims to submit a report to my right hon. Friend before the end of the year. A further statement will be made when we have been able to consider its report.
