asked the Secretary of State for the Environment (1) what percentage of council tenants in Newcastle-under-Lyme not on supplementary social security benefit receive rent rebates;

(2) what was the average rebate allowed for council tenants in Newcastie-under-Lyme not on supplementary social security benefit; and what was their average rent, before and after 2nd October 1972.
