§ Mr. Denis Howellasked the Chancellor of the Exchequer if he is aware that students at universities in Birmingham living in university hostel accommodation will be exempt from VAT but students living at the YMCA and similar residential accommodation will be subject to VAT; and if he will take steps to ensure that all bona fide students are exempt from charges under this tax.
