Mr. Raphael Tuck

asked the Secretary of State for the Environment (1) whether, in his planning of improvements to the A41 and A405 trunk roads in Watford as part of the longer-term solution to the orbital traffic around London, it is his policy to utilise the southern part of the Maple Cross to Hunton Bridge section for the North Orbital Extension for a tangential route to be constructed in the early 1980s;

(2) whether it is his intention to widen both the A41 and the A405 in Watford to dual three-lane carriageways;

(3) if he will give an assurance that the A405 and the A41 in Watford will not be improved to greater than dual two-lane carriageway standards or to greater than dual two-lane carriageways until some firm decision has been taken on the need for and alignment of such an outer orbital route, particularly bearing in mind the recommendations of the Layfield Report on the Greater London Development Plan.
