§ Mr. SpeedThe answer to the first part of the hon. Member's Question is "Yes". For the rest, my right hon. and learned Friend has received no representations from the Eccles Corporation on the subject since his letter of 2nd April to the hon. Member. As he then explained, the proposed regulations, under which insulation could be provided against traffic noise from new roads opened on or after 17th October 1969 would be the subject of affirmative resolution by both Houses. It is expected that these regulations will be laid before the Summer Recess.
