§ Mr. CarrSince last September I have had three meetings with representatives of the Prison Officers Association regarding the various aspects of penal policy that were the subject of my two recent announcements. In reaching my conclusions I paid careful attention to the association's views as expressed at those meetings and in writing, and in each case I informed the association of my intentions immediately before the announcement.
