asked the Secretary of States for Wales if he can now state the outcome of the examination of proposals to extend the "orange badge" parking concession scheme for disabled persons to include blind persons; and if he will make a statement.

In collaboration with my right hon. and learned Friend the Secretary of State for the Environment I am about to issue a consultation paper to local authorities which will dealinter alia with this subject.
