§ 29. Mr. McNamaraasked the Secretary of State for Foreign and Commonwealth Affairs if he will now publish a Green Paper outlining Her Majesty's Government's present negotiating position and proposals for the international Law of the Sea Conference and containing a summary of the proposals so far published by other Governments to be represented at the conference, indicating where they are in agreement with and differ from the United Kingdom's proposals.
§ Mr. AmeryNo. As I explained to the House on 4th July—[Vol. 859, c. 515–6.]—a comprehensive solution to the problems of the Law of the Sea can only emerge through negotiation at the conference.

Negotiations in preparation for the Law of the Sea Conference are in progress at the Sea Bed Committee meeting in Geneva.
