asked Her Majesty's Government:

Whether they are in favour of the Council of Ministers carrying out its its legislative function in public; and if not, why not.

BARONESS TWEEDSMUIR OF BELHELVIE

It is not possible to distinguish between the activities of the Council as a legislative body and as a forum for negotiations. To negotiate in public would be damaging to the interests of the Community and its Member States.
