Mr. Prescott

asked the Secretary of State for Trade and Industry what regulations or laws control the use and operation of civil submarines and submersibles in British territorial waters and around the offshore installations in the North Sea controlled by Great Britain under the Continental Shelf Act.

There are no statutory requirements applying specifically to civil submarines and submersibles. If by reason of their design they can be regarded as ships within the meaning of the Merchant Shipping Acts, the appro- priate provisions of those Acts will apply and they will also be subject to the provisions relating to safety zones around offshore installations contained in orders made under the Continental Shelf Act.
