asked the Secretary of State for Scotland if he will initiate inquiries into means of ensuring that wood pulp and chip prices are economic enough to discourage the waste of timber at pulp mills.

I see no need for an inquiry. The demand by pulp mills for home-grown wood for pulping and for bark-free chips exceeds the available supply, and the prices are fully competitive.
