CarrThe publication of the Green Paper on the control of firearms has provided ample opportunity for comment on our provisional proposals, and I do not consider that there would be much advantage in presenting a White Paper when I have re-examined the proposals in the light of the comments and criticisms. I shall, however, keep in mind the possibility of making known the Government's conclusions before the introduction of legislation.
