Criteria for the imposition of speed limits vary according to the character of the road; of the area through which it passes; the kind of traffic which uses the road; how fast it travels; and the accident rates. I am 235W sending to the hon. and learned Gentleman today a copy of Welsh Office Roads Division Circular No. 17/69 which sets out the criteria in detail and contains advice on how they should be applied.
