This order governs the duty-free allowances for travellers who are resident either in Northern Ireland or in the Republic of Ireland and who frequently cross the land boundary. The question whether such a traveller is resident in either country in the sense defined in the order seldom arises: if it does, the answer would normally be obtained by questioning him. If the need arose, he would be asked to make a written declaration.
