§ Mr. Lomasasked the Secretary of State for Education and Science if she will consult with the appropriate bodies, and review the methods by which she selects civil servants in her Department for appointment to posts outside the Department.
§ Mr. St. John-StevasPosts outside the Department which carry Civil Service conditions of service and are subject to my approval are normally filled through public advertisement followed by an open competition run by the Civil Service Commission. Any person, including any civil servant, who is eligible in the terms of the advertisement may apply. I see no reason to review these well-established arangements, which are eminently fair to all concerned.
