§ Sir J. EdenThe primary responsibility for the design and issue of postage stamps rests with the Post Office, which has decided not to introduce charity surcharge stamps. In reaching this decision the Post Office took account among other things of Government advice on matters proper to my right hon. Friend the Secretary of State for the Home Department. I have replied in these terms to the six people, including five hon. Members, who have written to me about this subject.
