Mr. Hafferasked the Secretary of State for Foreign and Commonwealth Affairs why his Department has expressed dismay at the proposal of the Liverpool City Council to twin with Haiphong, North Vietnam; and what advice and assistance he is giving to ensure that this proposal is brought to fruition.
