§ Mrs. ThatcherMy hon. Friend will understand, in the light of the Chancellor of the Exchequer's recent statement, that the discussions on the Russell Report which I had hoped to initiate soon will have to be deferred. I attach great importance, however, to the adult education service, which has developed rapidly in recent years, and as soon as circumstances permit I shall invite the interested bodies to discuss how this development may be sustained and the quality of the service further improved.
