§ Mr. CarlisleDeployment of available officers is a matter for the chief officer of police, who is best able to judge the particular needs of his police area. Chief officers are well aware of the value of foot patrols, and in consultation with Her Majesty's inspectors of constabulary appropriate provision is made in the establishment of each force.
