My Lords, the future development of the Institutions of the European Communities affects many Ministers and Government Departments.

My right honourable friends the Secretary of State for Foreign and Commonwealth Affairs and the Chancellor of the Duchy of Lancaster are the Ministers responsible for ensuring the co-ordination of work.
