§ Mr. CarlisleThe number of prisoners transferred from establishments in England and Wales to establishments in Northern Ireland since 1st January 1971 in order to serve the rest of their sentences has been: 1971—two; 1972—two (including one borstal trainee); 1973—two (including one borstal trainee). My right114W hon. Friend has no cases under consideration at present. The criteria include the existence of exceptional compassionate grounds and the appropriateness of the transfer in the light of the offence and sentence of the applicant.
