§ Mr. PeytonSection 40 of the Road Traffic Act 1972 gives power to make40W regulations on emissions of smoke and fumes. Regulations on smoke emissions were made at least 40 years ago. There were 2,588 prosecutions for smoke offences last year. Regulations to control emissions of carbon monoxide and hydrocarbons from petrol-engined vehicles came into effect last month.
