§ Mrs. ThatcherSubject to my own responsibility, matters relating to higher and further education now go to my noble Friend Lord Sandford and those concerning schools and the youth service to my hon. Friend the Member for Aylesbury (Mr. Raison). The Minister of State, my hon. Friend the Member for Chelmsford (Mr. St. John-Stevas), is responsible for the arts, libraries, museums and galleries. From time to time all Ministers deal with any matter within the work of the Department as a whole.
